LC-PCC policy statements for creator agent of work

LC/PCC Core for an agent that has principal responsibility for a work and is named first in manifestations embodying the work or in reference sources. If principal responsibility is not indicated, only the first-named agent is required. Additional agents may be recorded according to cataloger's judgment.
