RELATIONSHIP TO OTHER STANDARDS FOR RESOURCE DESCRIPTION AND ACCESS
LC practice: The Library of Congress uses the descriptive standards listed below instead of or in addition to RDA for its cataloging of certain resources. Access points are constructed according to RDA instructions.

SECTION 2: RECORDING ATTRIBUTES OF WORK AND EXPRESSION
LC practice/PCC practice: For a musical work with a title that is not distinctive, always record the applicable elements as additions to the authorized access point. When recording elements to differentiate the authorized access point of a work from the authorized access point of another work, person, family, or corporate body, always add one or more differentiating elements to the access point. Use judgment in deciding whether to also record these elements as separate elements and whether to record additional identifying elements (those not needed for differentiation) as separate elements.
LC practice: Identify expressions by adding an expression attribute to the authorized access point for the work in the following situations:
1.
music resources (see RDA 6.28.3);
2.
sacred scriptures (see RDA 6.30.3);
3.
translations (see Policy Statement 6.27.3);
4.
language editions (see Policy Statement 6.27.3).
Do not add another characteristic to differentiate one such expression from another expression (e.g., do not differentiate one translation of Shakespeare’s Hamlet in French from another French translation, do not differentiate one arrangement of Berlioz’ Corsaire from another arrangement). Other elements in the bibliographic record (e.g., translator, date, medium of performance) are available to the user for selecting a specific expression if desired.

ENCODING RDA DATA
LC practice: Generally, use only RDA vocabularies for general cataloging; catalogers should consult the Policy and Standards Division (PSD) about the use of other vocabularies. The Rare Materials Section and processing units in special collections divisions can choose to use appropriate specialist vocabularies but should notify PSD which non-RDA vocabularies are being used.
If the RDA vocabulary list is open, apply cataloger’s judgment about using a new term if an appropriate term is not in the list; notify PSD of new terms used.
If an appropriate term is not included in the closed list for content, media, or carrier type, use “other” (see RDA 6.9.1.3, RDA 3.2.1.3, or RDA 3.3.1.3) and notify PSD of the need for a new term.
If an appropriate term is not included in other closed lists, select the term that is the “next best” term and notify PSD of the need for a new term.
PSD will track the terms not on the open and closed lists, for possible proposals to the RDA Steering Committee (RSC).
PCC practice: Use RDA vocabularies when available.
If the RDA vocabulary list is open, apply cataloger's judgment about using a new term if an appropriate term is not in the list; send proposals for new terms to the chair of the PCC Standing Committee on Standards.
If an appropriate term is not included in the closed list for content, media, or carrier type, use “other” (see RDA 6.9.1.3, RDA 3.2.1.3, or RDA 3.3.1.3) and notify the chair of the Standing Committee on Standards of the need for a new term.
